It is time for the government to stop giving out scholarship to any high institutional students. Instead, give out low interest study loans. The hardcore poor is included. The reason is simple :
1. Upon graduation students, be it from rich or poor will work and have income. Payback is based on salary deductions.Therefore why the poor don't have to payback when their salaries can be as high as the rich?
2. The money paid back will go into education fund and recycled.
3. By doing so more students could be supported to get higher education required by the country.
4. No more fighting for scholarship.
As consolation, employers may raise salaries voluntarily (or statutorily compelled to raise salaries) by the amount equivalent to the monthly repayment of the loans.
